Usually pointed pen work is done on smooth paper, the smoother the better. It’s less likely to snag the nib, and lines come out crisp and even.
It can be a fun challenge to write on rough paper, though–like this Arches 140# cold press watercolor paper. It gives an effect you just can’t get on a smooth surface.
